Stewart is an attorney and a government relations professional who specializes in representing nonprofit organizations clients before state and local governments, primarily Nashville and the state of Tennessee. He provides advocacy, skills training, planning and monitoring services to these clients. Stewart represents CGR’s clients as a lobbyist, attorney and/or consultant.


Stewart has been a Nashville resident since 1969. He has been a member of TN Bar since 1977 after earning a BA and a JD from Vanderbilt University and Vanderbilt Law School respectively. He worked as a staff attorney for Legal Aid Society (Nashville and Middle Tennessee) and a staff attorney and then executive director of the TN Alliance for Legal Services for over two decades. He opened government relations practice focused exclusively on nonprofit organizations in 2001 and has been advocating for a variety of nonprofits since then.


Current and recent volunteer work includes: Serving as a founding board member of the Tennessee Sycamore Institute, a nonpartisan public policy center whose mission is “to provide accessible, reliable data and research in pursuit of sound, sustainable policies that improve the health and well-being of Tennesseans;” completing 2 terms as a trustee for The Healing Trust, a grantmaking foundation for health-related nonprofits; completing 10 years of service as chair of the public policy committee and board member of United Ways of Tennessee; serving as a volunteer member of the TBA government affairs committee for the last 20 years; serving as a volunteer board member of LAWPAC, a political action committee associated with the Tennessee Bar Association; serving from 1987-1999 as the elected Metro Nashville Councilmember for District 18 and from 2000-2017 as an appointed member of the Metro Planning Commission; serving as a board member of the Hillsboro West-End Neighborhood Association; and serving as a statewide steering committee member for Tennessee Interfaith Power and Light.
